on his nomination for secretary of defense. one topic sure to come up is israel, which just launched an air strike in syria that u.s. officials say targeted a convoy of russian-made weapons that were headed for lebanon. now russia, the arab league, and hezbollah are all condemning the action. >>> and the new chairman of the senate foreign relations committee pays back $60,000 to a donor for airplane rides. and that donor is under investigation by the fbi. much more on a stranger sorry surrounding senator bob menen z menendez. good morning from washington. it's thursday, january 31st, 2013. this is "the daily rundown." i'm chuck todd. now less than 30 minutes away from the start of chuck hagel's confirmation hearing to become the next secretary of defense. we'll take you there live for his opening statement, along with what's expected to be some tough questioning from some big-name republicans. let's get right to my first read of the morning. let's start with the hagel confirmation grilling. could be the most contentious nomination hear of the president's second term and frankly, of

are militarily defensible? >> i think that it's all negotiable. the quartet principles of 2006, which president bush laid down in the two-state solution, all of those issues have to be resolved. land for peace, trading land, all of those are final status issues that are key to the future of israel or before israel can agree to anything. >> so you're saying you might describe a resolution of this crisis involving withdrawal to the pre-1967 borders as perhaps one among several tenable solutions? >> as part of what has been talked about and defined, as i said the main the 2006 quartet principles and u.s. resolutions -- u.n. resolutions that that is part of a final status set of issues that have to be resolved. the united states, no other country can impose that on israel. that is a negotiable issue. but it has been out there. that remains to be dealt with in negotiations. >> is it one that you think the united states should encourage? >> i would encourage peace and a secure, safe israel. that is what i think most of this would want to see. >> ok. in 2009, you made a statement suggesting that u.s.

, the cut back in department of defense outlays, is likely to fuel concerns about the size of a slow down and the full economic fallout of the large quote unquote sequester cuts scheduled for a month from now, the start of march. the president's press secretary said this about the sequester. quote, across-the-board cuts to education, to research and development, would have repeat, would have, damaging effects on our economy and our long-term economic prospects. unquote. a growing number of analysts believe the political will to stop the sequester is lacking. it will take effect, at least temporarily, they believe, and that will pose a further the f of this year. question. the fed is saying that the fourth quarter contraction october, november, december of 2012 was due chiefly to quote unquote transitory factors. is this true? or is the recovery stalling out pat buchanan? >> i think basically it is true, john. the u.s. economy is out of the intensive care it was in, in 2007-2008 but it has been walking the hospital halls ever since. the growth has been growing at an average of about 2%, u

hagel. the president's choice to succeed leon panetta as the next secretary of defense. hagel faces questions from the 26-member panel and at least three republicans on this committee have already said they won't support him including the ranking senator james inhofe. he made that clear in his opening statement. now it is extremely rare for presidential nominees not to be confirmed, are and are senator dick durbin, the senate whip, said all 55 members of the senate democratic caucus will vote for him. so, in order to break the filibuster, he'd need the support of just five republicans. and one republican senator, thad cochrane, has expressed his support. let's bring in "time" magazine's assistant med tore and "washington post" columnist and msnbc contributor. we've already gotten a little preview as we heard from inhofe what some of the discussion is going to be about. what are you looking for here, e.j.? >> first of all, i think hagel is actually in pretty good shape. i think a critical event in this whole battle was when he met with senator chuck schumer and schumer gave his bless

. he has been nominated for secretary of defense, and the neo-cons are not thrilled about the prospect of hagel heading up the military because they are concerned that he won't protect the defense budget from the sharp spending cuts that are expected with the ending of the wars in iraq and afghanistan, and the looming threat of the sequester, those cuts could slash the pentagon's budget -- here is what the pentagon's budget is $553 billion and the sequester would slash that budget by $50 billion this year. so the pentagon is looking into what areas it could cut from maintenance on warships to military base operations. last friday the pentagon announced layoffs for 46,000 contract and temporary civilian employees. 46,000. so if chuck hagel makes it through this mine field of senate confirmation questions, he'll inherit another challenge which is how to manage and advocate on behalf of a gigantic government department that believes it has been reduced to scrounging for change. joining me tonight to talk about this is fred kaplan, fred is the author

. this is defense spending over time. kind of random, in one quarter, defense spending goes up and down, all over the map. that doesn't say anything about defense policy, just a characteristic of how the pentagon spends. it happens in fits and starts for a bunch of different reasons. the defense spending chart is what economics geeks call lumpy. but when it gets lumpy, drops sharply, gdp goes down. the last big dip on the defense spending chart there, the really big dip there? that is last quarter, the one where we had the overall shrinkage. the only other big plunge in defense spending coincided with the unexpectedly bad economic quarter for the whole year. the other thing, i say this about policy, it is just about the scale of how much we spend on defense. we spend so much money on defense that when we stop spending all of a sudden the economy really feels it. defense spending jumps around a lot for a lot of different reasons. and when it jumps way down like it did last quarter, that is when we get the square economic growths alert like we did today. we'll be right back. , on women in combat, big issue for you, i know, from your work on the defense appropriation bill, and also the gay community? >> well, i had some serious questions for chuck hagel when we sat down last week, but he answered them satisfactorily. i think senator cochran from mississippi came out and supported him, he's had a recent letter with a very strong bipartisan list of former defense secretaries, including colin powell and gates and a bipartisan group of secretaries of state and defense. i think all of that speaks to his favor, and, as i said, i was pleased to hear his responses on some of the questions i asked him about how he was going to implement things like the shaheen amendment that makes sure that women in the military who are victims of rape or incest can get access to reproductive health services, to abortion if they choose to do that. and he gave me very positive responses, even though he pointed out he's anti-choice. he said his policy would be to implement the laws that have been passed by this congress and to support the administration's policies, so i was pleased to hear

all of it came from the government cutting back, mostly because of cuts in defense spending. if government spending simply had not changed, the economy wouldn't have shrank at all. there is a lesson here, austerity has been hurting obama's economy, for the last four years. government spending has gone down in ten of the last 12 quarters. under ronald reagan and george w. bush you will find this part of economic growth and spending is pretty much all growing under the two republicans. you can see it under the graph. under reagan, it added in his first term a bit more than 6/10th of a percentage point, under bush, about half a point. under obama, it has been negative. if obama is a socialist he is terrible at it. here is the interesting thing, if the economy is shrinking because the economy is shrink, we now added new jobs, almost 200,000 jobs in december. and we added more than 150,000 jobs in january. what is amazing about this, this period was fiscal cliff element, it was what everybody was saying the economy really needed was deficit reduction. and this is a period in whic
